many government agencies for contractor support. CmTech
(Contracting Management Technologies) Inc., provides top level,

that many times experience is as or more important than
formal preparation. Therefore, it is policy to substitute
two years of related experience or industry recognized
certification for one or more years of higher education.

Integration And Project Management Services
Program Manager
Minimum Experience Fifteen years of acquisition and/or information management
experience with large and complex projects, ten years of which
include overall program management responsibilities. Specific
experience areas include: oversight experience, resource and
work planning, control of budget, technical and subject matter
proficiency, scheduling, contract and subcontract management,
and personnel management and supervision.
Duties & Responsibilities Plans, directs, coordinates, and controls technical and
administrative activities of designated projects to ensure that
goals or objectives of project are accomplished within
prescribed time frame and funding parameters. Regularly
exercises independent judgment as well as a high level of
analytical skill in solving complex and unusual technical,
administrative, and managerial problems. Oversees work plan and
staffing for each phase of project, and oversees the recruitment
or assignment of project personnel. Ultimately responsible for
program planning, execution, and performance. Demonstrates
extensive subject matter expertise and communication skills to
interface with all levels of management.
Minimum Education MS/MA from an accredited college or university in the specific
subject matter discipline as required in the Task Order.
Subject
Matter Expert Minimum Experience Ten years professional experience with a focus in the specific
area of expertise and knowledge as required by the Task Order.
Duties & Responsibilities Provides extremely high-level subject matter expertise for work
described in the task. Offers advanced technical or practical
knowledge of highly specialized tasks. Prepares and organizes
reports identifying results of study and evaluation. Makes
recommendations on appropriate actions. Applies principles,
methods, and knowledge of functional areas of expertise to task
requirements. Provides advice and consultation on problems,
which require extensive knowledge of subject matter. Prepares
and delivers presentations and briefings as required by the Task
Order. May serve as task leader responsible for ensuring the
quality and timeliness of services delivered.
Minimum Education MS/MA from an accredited college or university in the specific
subject matter discipline as required in the Task Order.
Sr.
Consultant Minimum Experience Eight years experience in management analysis, including two
years of combined experience directly related to the required
area of expertise. Duties & Responsibilities Develops requirements from a project's inception to conclusion
in a subject matter area, for complex programs, provides
analysis, evaluation and recommendations for improvements,
optimization, development, and/or maintenance efforts for
client-specific or mission-critical proficiencies. Consults with
client to define need or problem, conducts studies and surveys
to obtain data, and analyzes data to advise on or recommend
solutions. Minimum Education MS/MA from an accredited college or university in the specific
subject matter discipline as required in the Task Order.
Sr. Project
Manager Minimum Experience Twelve years of acquisition and/or information management
experience. Specific experience areas include: requirements

execution, contract and subcontract management, and personnel

Analyst Minimum Experience Eight years experience with some specialized experience.
Specialized experience may include: systems requirements or
developing functional requirements for complex integrated
information systems business processes and/or programs. Must
demonstrate the ability to work independently.
Duties & Responsibilities Analyzes user needs to determine functional and cross-functional
requirements. Performs functional allocation to identify
required tasks and their interrelationships. Identifies
resources required for each task. Provides daily supervision and
direction to support staff. Manages supported agency acquisition
requirements as necessary and ensures supported organizations
are complying with regulatory guidelines.
Minimum Education BS in Applied Sciences, Information Management, Engineering or
Business.
Sr.
Management Analyst Minimum Experience Seven years of progressively responsible experience in
reviewing, analyzing, and suggesting improvements to business
and organizational systems. Duties & Responsibilities Serves in a management support role with oversight
responsibilities for Management Analysts. Advises project
manager and government contract management personnel on program
and task order status. Assists in the development, monitoring
and updating of periodic reporting requirements. Assists in the
preparation of management plans and reports. Coordinates
schedules to facilitate completion of Statements of work, cost
estimates, contract deliverables, proposal and task order
reviews, briefings/presentations and In Process Review
preparation. Performs analysis, development and review of
program administrative operating procedures.
Minimum Education BS in Applied Sciences, Information Management, Engineering or
Business.
Management
Analyst Minimum Experience Four years of experience in reviewing, analyzing, and suggesting
improvements to business and organizational systems.
Duties &; Responsibilities Review, analyze, and suggest improvements to business and
organizational systems. Serves in a management support role with
oversight responsibilities for Contract Specialist pertinent to
acquisition functions. Conduct organizational studies and
evaluations, design efficient and effective systems and
procedures, conduct work simplification and measurement studies,
and prepare operations and procedures manuals.
Minimum Education BS in Applied Sciences, Information Management, Engineering or
Business.
Contract
Specialist Minimum Experience Two years experience in contract/information management.
Requires strong verbal and written skills.
Duties & Responsibilities Plans, coordinates, and directs acquisition functions and is
responsible for the requisition, receipt, storage, and
distribution of property and supplies. Reviews, analyzes and
interprets regulations, directives, and other materials
pertinent to acquisition functions and advises government
personnel on appropriate actions to be taken. Plans, develops
and implements contracting procedures as necessary and follow up
to assure supported organizations are complying with such
procedures. Serves as an advisor to the organization on all
operational support concerning logistics and contracting. Keeps
the government staff briefed on current and future status of
authorization, shortage, status of items on requisition, and new
policies and regulations that may effect on the mission of the
organization supported. Minimum Education BS/BA from an accredited college or university.
Training
Specialist Minimum/General Experience Two years experience, one of which must include experience in
developing and providing technical and end-user training on
computer hardware and application software. Demonstrated ability
to communicate orally and in writing.
Duties & Responsibilities Conducts the research necessary to develop and revise training
courses. Develops and revises these courses and prepares
appropriate training catalogs. Prepares instructor materials
(course outline, background material and training aids).
Prepares student materials (course manuals, workbooks, handouts,
completion certificates and course critique forms). Trains
personnel by conducting formal classroom courses, workshops and
seminars. Minimum Education BS/BA from an accredited college or university.
Sr.
Administrative Manager Minimum Experience Five years experience in performing administrative functions to
include clerical, secretarial, scheduling, coordinating, and
facilitating duties. Three years experience to include managing
junior administrative personnel.
Duties & Responsibilities Serves in a management support role with oversight
responsibilities for all administrative activities. Assures that
acceptable administrative services are provided to the
organization within budget, on schedule and with a minimum of
disruption. Performs accounting and invoice review duties as
prescribed by government personnel. Make independent decisions
on day-to-day administrative matters. Develops and utilizes the
latest management techniques for assisting in the forecasting
and preparation of department or division budgets. Assigns and
supervises the work of other support personnel.
Minimum Education BS/BA from an accredited college or university.
Administrative
Specialist Minimum Experience Two years experience in performing administrative functions to
include clerical, secretarial, scheduling, coordinating, and
facilitating duties. Demonstrated ability to interface with a
diverse professional community and to complete assignments.
Duties & Responsibilities Provides administrative services to include clerical,
secretarial, scheduling, coordinating, and facilitating duties
under program, project, and / or organizational managers.
Assists in the preparation of correspondence, reports, budgets,
and other general office documents. May assign and supervise the
work of other support personnel.
Minimum Education AS/AA in an appropriate field of study.
